All period hand embroidered with heavy metallic threads and contrasting colored threads,  the crown includes sequins and it appears that only one has been lost.  The backing may have been white but it has tuned to a beautiful uniform hue with very little if any staining.   The blue fabric measures ≈ 12 inches across and ≈  18 inches from the upper portion of the fabric to the ≈ 18 inches bottom of the gilded twisted fringe.  There are 7 gilded loops for the mounting bar and a large loop of the same material for mounting and suspension from a hook.  Nothing glows on the banner under black light.  For a banner that is > 90 years old it is in excellent condition without stains, tears or mothing.  As you know smaller banners, flags and pennants are not only very desirable they are very difficult to locate.  This banner would make a superb addition to any military collection.  The overall condition is Excellent -
